The PIDA aims to strengthen open data and public information policies, and increase the capacity of governments and citizens to prevent and combat corruption with open data. This program arises from the Lima Commitment (Commitment #20) of the VIII Summit of the Americas held in 2018, and from the mandates of the 48th and 49th General Assembly of the OAS, where the Member States entrusted the General Secretariat of the OAS, through the Department for Effective Public Management, with the development of a proposal for an open data program to prevent and combat corruption.

This program was approved by the OAS Member States at the 2019 General Assembly. The program proposes fourteen actions for the Member States, eleven actions for the General Secretariat of the OAS, and one action for International Cooperation.

In summary, the PIDA urges: 1. the development of regulatory frameworks for the opening and use of data; 2. the publication of priority data to prevent and combat corruption, including in public procurement; 3. the strengthening of the capacities of institutions and civil society for the opening and use of data; 4. the dynamization of the ecosystem with civil society for the use and monitoring of openness; and, 5. the monitoring and evaluation of implementation.
