About Us  

The Inter-American Council for Integral Development (CIDI) is one of two councils that report directly to the General Assembly of the Organization of American States (OAS). CIDI provides a platform for policy dialogue and decision-making on partnerships for integral development, focusing on advancing comprehensive development in all its dimensions, including social, economic, and sustainable development. 

CIDI’s nine ministerial and high-level meetings related to development highlight the unique value of the OAS. In this forum, member states can advance a consultative and holistic approach to policy formulation and decision-making at the hemispheric level, employing an 'all-of-government approach' that integrates inter-sectoral and cross-cutting input for comprehensive development agendas. 

From education to science and technology, labor, and sustainable development, meetings of ministers and high-level authorities foster strategic sectoral dialogue, resulting in action plans and work plans that guide the OAS’s development efforts. 

Additionally, the Council holds regular monthly meetings at the OAS headquarters, where delegates from all member states engage in substantive dialogue, address strategic issues of interest, identify areas for cooperation and action, and make decisions on development matters.

Together, these discussions play a crucial role in shaping regional priorities on development and feed into dialogue at the highest level through the Summit of the Americas process.

CIDI Technical Secretariat

The Executive Secretariat for Integral Development serves as the technical secretariat for CIDI. Additionally, CIDI operates with the support of four subsidiary bodies to fulfill its functions and may create other permanent committees to facilitate its work.

CIDI Regular and Special Meetings

CIDI holds monthly regular meetings at OAS headquarters, as outlined in its Statutes. These sessions are guided by the Work Plans presented by CIDI Chairs each semester that aim to engage member states in thematic discussions focused on strategic issues of interest. These discussions facilitate substantive dialogues, the exchange of good practices, and the identification of viable solutions that member states can adopt in their development and policy-making processes through regional cooperation and partnerships.

Additionally, regular CIDI meetings help prepare for and follow up on Sectoral Ministerial and High-Level processes and address procedural matters requiring the attention of the Council.


Subsidiary Bodies

The subsidiary bodies of the Inter-American Council for Integral Development (CIDI) play a key role in promoting development cooperation among OAS Member States. These bodies include the Inter-American Agency for Cooperation and Development (IACD), the Permanent Committees, and the Inter-American Committees, all of which contribute to advancing development initiatives and fostering regional cooperation.

CIDI operates through these subsidiary bodies, all of which are open to the participation of all OAS Member States, fostering inclusive dialogue and collaboration. Chairs and vice chairs serve until their successors are elected, ensuring continuity in their work.


Sectoral and Ministerial Meetings

CIDI holds at least one regular meeting each year at the ministerial or equivalent level, in accordance with article 96 of the OAS Charter.

Currently, nine sectoral ministerial and high-level meetings are held under CIDI's framework: Cooperation, Culture, Education, Labor, Tourism, Social Development, Science and Technology, Sustainable Development, and Ports.

The sectoral policy dialogues within CIDI are integral to the Summit of the Americas process, the highest-level policy dialogue in the region. While the Summit is coordinated by the Ministries of Foreign Affairs, it depends on sectoral Ministries and authorities to implement its mandates. There is an intentional two-way relationship between CIDI sectoral dialogues and the Summit. The Summit provides mandates to these sectors, and in turn, the sectors make recommendations to the Heads of State and Government, giving particular significance to CIDI meetings of Ministers and High-level Authorities.
