The CICTE Secretariat is the implementation body of the Inter-American Committee against Terrorism, which is tasked with supporting Member States in their efforts to prevent and counter-terrorism.

The CICTE Secretariat provides political and technical assistance to its Member States through different programs agreed upon in its annual Work Plan, such as: Cybersecurity, Border Controls, Financing of Terrorism, Prevention of the Proliferation of Weapons of Mass Destruction and Violent Extremism.

CICTE is part of the Secretariat of Multidimensional Security.


The Secretariat has among its main functions:

  • Provide technical and administrative support for CICTE sessions and maintain communication and coordination between sessions.
  • Provide technical assistance and training to Member States in response to their needs and requests.
  • Coordinate activities with other international, regional and subregional organizations.


Structure
Assists Member States in preventing private actors from developing, acquiring, manufacturing, possessing, transporting, transferring, or using nuclear, chemical, and biological weapons, and their delivery systems,
Aims to strengthen Member States’ capabilities to prevent and counter terrorism by addressing risks and vulnerabilities, promoting the implementation of regional and international legal instruments, and strengthening multilateral cooperation mechanisms.
With more than 20 years of experience, CICTE’s Cybersecurity Section is the regional leader in providing assistance to member states of the Organization of American States (OAS) in the development of cybersecurity capabilities at the technical and public policy levels. Its initiatives and activities aim to ensure an open, secure and resilient cyberspace throughout the Western Hemisphere.
The Border Management and the Protection of Vulnerable Targets Section fosters collaboration between customs, immigration, and law enforcement authorities; vulnerabilities are addressed in high-risk areas such as aviation, seaports, global supply chains, and crowded spaces. Through partnerships with Member States and international donors, border resilience, information sharing, and sustainable economic growth are promoted.
