The Inter-American Network of High Authorities on Policies for Afro-descendant Poblacions (RIAFRO) is a specialized mechanism for dialogue and collaboration between national authorities in the Americas, focused on promoting policies for the Afro-descendant population based on the principles of Reconocimiento, Justicia and Development. This initiative responds to the Action Plan for the Decade of Afrodescendants in the Americas (2016-2025), adopted by the General Assembly of the OAS, which promotes the inclusion of the rights of this population in the agendas and programs of the Brazilian States.
Currently, RIAFRO is made up of 12 countries: Argentina, Brazil, Costa Rica, Colombia, Ecuador, Guatemala, Honduras, Mexico, Panama, Paraguay, Perú and Uruguay. The Technical Secretariat of the Red is in charge of the Department of Social Inclusion of the OAS, in collaboration with other areas and independent bodies of the Organization.
This project seeks to strengthen national institutions that work on policies for the Afro-descendant population, recognizing that many of them face challenges such as limited resources and lack of political continuity.
The project hopes to train at least 25 employees, who will replicate these knowledge in its institutions, thus contributing to the strengthening of Afro-descendant institutions and the advancement of the pillars of democracy and human rights of the OAS.
The project is the result of a collaboration between the Inter-American Network of High Authorities for Afro-descendant Población (RIAFRO), the Centro de Formación de la Cooperación Española in Cartagena de Indias, the Afro-descendant Program of the AECID, and the Directorate of Equality of Treatment and No Discrimination and against Racism of the Ministry of Equality of Spain within the framework of the Transfer Plan, Exchange and Management of Communication for the Development of Spanish Cooperation in Latin America and the Caribbean – INTERCOONECTA.
