The Science for Decision-Making in Transboundary Waters in Latin America and the Caribbean (LAC) Program aims to improve the management of transboundary water resources in the LAC region by strengthening the technical capacities of the transboundary river basin commissions, promoting the modernization of information and planning tools, and collecting data on shared water bodies. This program is implemented by the Inter-agency Water Working Group Science and Applications Team (ISAT), composed of NASA, USACE-ERDC, and USAF Weather, in partnership with the U.S. Department of State and the Organization of American States (GS/OAS).

This initiative accelerates a transformation process in transboundary basin institutions of the LAC region, strengthening the technical capacities of their human resources, enabling them to effectively plan, manage and monitor water resources to meet the challenges posed by the growing water demand and climate change. The initiative seeks to boost innovation in transboundary basins with a philosophy of knowledge, making use of new technologies and tools created and supported by cutting-edge institutions such as NASA and USACE.


Objectives

• Empower transboundary river basin institutions with information to make smart data-driven decisions to mitigate and prepare for growing water challenges.

• Strengthen river basin institutions technical capabilities to enhance their performance and enabling them to effectively plan, manage and monitor water resources.

• Promoting innovation in transboundary basins using new technologies and tools developed by institutions such as NASA and USACE.

• Facilitating the sharing of knowledge and best practices among transboundary river basin institutions in the LAC region.

• Provide a practical, simple, and effective methodology and platform to promote decision-making in transboundary waters based on data and science that can be comprehended by a wide range of stakeholders with different backgrounds.

• Provide LAC countries with tools available to the public, within the open knowledge philosophy for transboundary water management.


Activities

The ISAT-LAC supports the countries on how to access the data, a cycle of training workshops is developed with the objective of providing participants with knowledge and skills related to satellite data analysis, modelling and other technical areas related to water resources management. The trainings are designed according to the specific needs of each river basin to introduce participants to the principles of remote sensing data and gain experience accessing and processing a range of remote sensing datasets for various analyses.

• Conducting training workshops for decision-makerson  key issues for strengthening satellite data analysis and modelling to face environmental challenges in the water sector.

• Developing and applying hydrological and hydraulic models.

• Implementing practical exercises for participants.

• Providing technical support through personalized sessions.

• Engaging stakeholders via shared platforms.

• Two Training workshops: Data management in the La Plata basin and Building capacities on scientifically sound tools and methodologies for IWRM in the La Plata Basin: Modeling Frameworks. Participants were trained in the use of technologies for the collection, management, and analysis of satellite data and hydroclimatic modeling tools.
